[imp] Folders going in server root?

I have been having problems getting imp and courier-imap to work together.
 I finally can get it to create folders but they weren't showing up in IMP
and they weren't in the user directory.  I found them.  They are in the
server root ( / ) .  Any idea why its writing folders to server root?
