right... so... check for the existence of any .htaccess files or .htpasswd files
in your website. if there are some take a good look at them to be sure that one
of them doesnt have some kind of authentication options set... or they also
might be set in the servers apache configs somewhere. or in
horde/config/horde.php but as you said you have imp handling auth.
