[imp] Imp and Turba odd error

No matter what user I log in as, they always come up with that blank
address book page until I specifically set in the users preferences what
address book to use.  Is there a way to make the Turba "My Addresses"
the default that always shows up so that they don't have to modify thier
preferences first time in?
