[imp] HTML emails and fragments in anchors

It seems that fragments, for example:

<a href="#itemfive">Item Number 5</a>

Do not work in HTML emails being viewed in IMP. The url is sent through go.php,
which tries to open it in a new window. This just displays a blank page.

Is this considered a bug? Should there be an exception for fragments so they do
not go through go.php?
