[imp] HTTP_POST_FILES problem in php5

Fixed in all of HEAD.

I use php5 on both of my development installs; other developers have tested it
to. It mostly works, and problems are fixed as they're found (HEAD only, we're
not doing anything to IMP 3/Horde 2).
