[imp] mail that was 400K of text - help please!

For some reason, you may not be able to allocate enough memory to store
messages > 400K in ram (note that it may take a lot more than 400K to
do so).  This could cause swapping or paging, which could cause really
bad slowdowns, etc.  It could also be something external to your system
memory, such as your php memory limits, etc.
 
Other options to look at are things like disk performance, or problems with
your imap server software.

First thing I'd want to know is can you read these messages quickly and
without CPU load via another email client?  If not, then it is a problem
outside of Horde/IMP/PHP.  That would be most useful to know.
