[imp] Expand Names functionality and IMSP address books

You need to figure out what's different between searching within Turba and
searching through the API functions in turba/lib/api.php. You should also post
this to bugs.horde.org as a bug in Turba, though it'd be great if you 
could get
some more information before doing so (I don't have an IMSP server so am not
much use).
