Sure.  In fact, look at my previous message I just sent.  It is in QP and
correctly wraps the cyrillic text in your message - through the magic 
of flowed
formatting, it renders correctly on my screen (at least).

IMP will automatically QP the text if it recognizes any 8bit characters in the
message body (otherwise, it is sent as 7bit).  IMP base64 encodes non-text
attachments; I believe we QP/7bit text attachments.
