The test seems to still be there, at least in Fedora Core packaged 
version (which translates to many current installations).  I've just 
tested it on 3.0.1 (FC3 RPM package).

Anyhow, this is definetely bug in SpamAssassin failing to ignore first 
Received header (for which it is perfectly normal to indicate message 
received from dynamic address).  I've tried to play with two examples 
posted earlier, but couldn't exactly pinpoint why SpamAssassin works 
correctly in one case, and not in another.
