Try to look at perms.. Usually after setiing perms with set_perms script 
ihis file has no rights to execute under OpenBSD!
Try to set 777 for a moment to find out....

I have OpenBSD 3.6 and the latest horde, imp , but all works great!
Apache runs stable, only one thing, - i use mysql database (high5.net solution) to hold user db..
In my case it works much faster that imap auth...
