If you go into the setup screen and look under the mailer tab, make 
sure if you want to use sendmail you have "local sendmail binary" 
selected as your sending method.  Also, the default location of the 
sendmail binary may not be where yours is located (I had to change it 
on OpenBSD 3.7) so that could also be the problem as Ed suggested.
