[imp] IMP v4.0.3 left-frame scrolling issue

Actually, I just changed the frameset to add the partition bar back. 
Now users can manually adjust the size of their menu frame to whatever 
size they need.  I think I prefer this method, as it more closely 
resembles how a native email client might work.  Thanks.
