[imp] IMP message Charset [SOLVED]

I thought that I would give this a try for Spanish since I saw SOLVED 
in the subject.  I must be missing a step or something.  What I tried 
was:

  1, With a default configuration, no modifications:
     a. I wrote a message and ran spell check.
        Corrections were done with strange chars for accents.
        I sent it to my self and it had the same strange chars.
     b. I added the following line to nls.php
          $nls['charsets']['es_ES'] = 'ISO-8859-1';
        I changed the sending_charset pref in IMP to:
          'value' => 'ISO-8859-1',
     c. I logged out and back in.
  2. I wrote a new email and ran spell check and again the corrections
     were unreadable chars.

I tried a couple of other combinations with no success.  Spanish should 
be the same configuration as French, Italian, Portuguese, etc.  If 
anyone has one of these languages working correctly, would you please 
share your configuration.
