[imp] no sidebar

I'm a new horde/imp admin.

I've ran into a very strange problem with no sidebar at all.
Users can login to their accounts, but there's nothing on the left.
It's a empty white frame.

the system I'm running on is
obsd 3.8
apache 1.x (jailed with ssl)
IMP: H3 (4.0.2)
