Yes.  For normal translations, just create a horde/po/en_US.po file
and/or horde/<application>/po/en_US.po file.  Then use  
horde/po/translation.php
or similar to compile it (should result in a
horde/locale/en_US/LC_MESSAGES/horde.mo file, or similar for the other
applications under their trees).

For a help file, just create an xml help file called "help.xml" in
horde/locale/en_US/ (or horde/<application>/locale/en_US/"). Nothing more
needed for help files.
