[imp] Preferences not saved

I have Horde 3.1-RC3 with IMP H3 4.0.4 each time user changes his/her 
identity the change happens for ALL the users in the system.

So it seems that the database is working fine, but how can I change 
this behavior ?

For example: user1 at myserver.com creates his default identity and 
signature, if user2 at myserver.com does the same after user1, he will 
overwrite the preferences of every user.

This is a snippet of my /horde/config/conf.php file:
$conf['sql']['persistent'] = false;
$conf['sql']['hostspec'] = 'localhost';
$conf['sql']['username'] = 'horde';
$conf['sql']['password'] = '*****';
$conf['sql']['database'] = 'horde';
$conf['sql']['charset'] = 'iso-8859-1';
$conf['sql']['table'] = 'horde_prefs';
$conf['sql']['phptype'] = 'mysql';
