This behavior has been fixed in HEAD.  However, since the codebase is  
totally different between HEAD and FW_3, this is not reasonably  
fixable in FW_3 (i.e. IMP 4.1.1) - I'm not going to try to backport  
the myriad of changes at this late stage.  Instead, I am simply going  
to revert to the old behavior in IMP 4.1.1 - namely always showing  
purge and show/hide links in a mailbox page whether deleted messages  
exist or not.  Not the most UI-pretty, but it works.
