[imp] No more preferences/identities options in IMP 3.1

I have just installed the last stable versions of
Horde 3.1.1  (March 28 2006)
IMP H3 (4.1.1)
but I have noticed that Options/Preferences option that was available
in previous versions is no longer available. Moreover the identities option
for IMP is also not available.

It seems that I am not alone with this problem as I have found several
messages regarding the issue, but unfortunately there are no solutions.
