Other information :
I have the same problem if :
--- I install horde 3.1.2 with an empty Database; so this is not an 
upgrade problem
--- I install horde 3.1.2 with apache 2.0.55 on port 80 and Mysql 4.1.10 
with /tmp/mysql.sock
