[imp] IMP Attachment/MIME question

I have two IMP/horde setups running on two different production machines.
They're both running FreeBSD.  The one that is having the problem is 
running FreeBSD 5.4, the other one that is fine is running FreeBSD 6.1. 
Both are running the latest Apache 2.1.x and PHP 5.1.x as far as I can 
tell.

One can send MS Publisher (.PUB) documents properly as the recipients can 
read the attached files with MS Publisher with no issue.

The other sends MS Publisher (.PUB) documents that cannot be read by the 
recipients, the files are seen as corrupt.

When attaching the files, the one that attaches the files that can be read 
successfully by recipients shows that the file is detected as an 
application/msword file in the IMP New Message window, but the other one 
that doesn't work shows that the file is attached as a plain text file.

The users claim that the non-working one is able to attach and send .DOC 
files just fine.  And indeed when I use the non-working one to attach a 
.DOC file it shows application/msword as the MIME type.

It would suggest to me that something in particular is old and stale, but 
I don't know what to check.

What do I need to check to determine why this is happening?  As far as I 
can tell, the configurations don't have much difference between them.

I checked pear to determine what was installed
Non-working webmail: Mail_Mime            1.3.1   stable
Working webmail: Mail_Mime            1.3.1   stable
