Configure your Mail setup, via the Horde/Administration/Setup Menu.

The conf['spam']['spamfolder'] , and $conf['notspam']['spamfolder'],
variables are configured under the "Message and Spam" tab, in the
"Should the link also appear in the user's spam folder?", and the
"Should the link only appear in the user's spam folder?", fields,
respectively.
