You need to check all your php settings, all your Horde/IMP settings, and
perhaps your apache settings for php (e.g. in Red Hat distros, look at
/etc/httpd/conf.d/php.conf.

Things like apache's "LimitRequestBody" may play into problems.

Since you didn't provide information such as web software versions, operating
system versions, etc.  it is next to imposible to say.  But the FAQ at
http://wiki.horde.org/FAQ/Admin/FileUploads?referrer=FAQ%2FAdmin addresses
the majority of the problems in this area.
