[imp] Can't attach files > 1Mb

Horde 3.1.3, IMP 3.1.3.

When I enable the VFS backend for file attachments, I can't attach any
files larger than 1 Mb.  My php.ini has high limits:

post_max_size = 8M
upload_max_filesize = 20M

I don't have a LimitRequestBody directive set anywhere in my Apache
conf.  Nothing appears in either my Horde log or in Apache logs.

I'm using MySQL, and nothing I can find indicates that there's a limit
to BLOB columns lower than several hundred MB.

I googled my problem, and one person had solved it by removing their
LimitRequestBody directive; the other hadn't posted a solution.

Any ideas?
