[imp] Refresh irregularly

I have problem with some users about pages not found, i think that  
original problem is refresh time, well i configurated for all user the  
options "menu_refresh_time" "
summary_refresh_time" each minute, later i configurated time refresh  
for 5 minutes for both options, but horde refresh each minute for all  
users and it's not respecting configuration.
If user change your own configuration for example, from minute to 15  
minutes, webmail continue refresh each minute.
