You can forward to an email address but not to a specific software.

So either IMP and your Outlook(Express) are dealing with different 
adresses - then you can forward to the address from outlook (express) - OR
it's the same address..
Then you normally can leave the mails in "inbox" and get them via POP3 
or IMAP to Outlook (Express) - ask the chief of the mailserver...

however - if only IMAP is permitted, consider using an other mail client 
software, eg. thunderbird...
