[imp] mail_domain pref (Re: way out of date ... add_maildomain_to_unexpandable)

I'm not totally crazy.  I see that the mail_domain pref is somehow being 
used as part of a replacement for the old  
add_maildomain_to_unexpandable pref.

I've got mail_domain set.. yet, when I try to send email to an 
unqualified address (that can't be expanded), I still get...

    There was an error sending your message: Validation failed for: 
username@

Grepping through the code, I don't see how or where the mail_domain pref 
gets appended to unqualified addresses (as suggested should happen by 
the preference text).  Am I missing something?
