I think excluding INBOX would probably be too inflexible for people  
who have mail delivered to alternate folders, but having a rule that  
you can't move mail to the same folder you're filtering seems fine -  
actually the code should just be smart enough not to do anything with  
the message in this case.

You didn't say; I assume you're using either an old IMP with IMAP  
filters, or Ingo with the IMAP filter backend?

If so, can you please create a bug on http://bugs.horde.org/? If not,  
please elaborate.
