There isn't.  If you are talking about this:
/imp/login.php?url=%2Fservices%2Fmaintenance.php%3Fdomaintenance%3D1%26amp%3Bmodule%3Dimp

the %3Dimp is simply a urlencoded '=imp' -- %3D is the hex encoding of '='.
