Edit imp/config/prefs.php.  Look for the section that begins with:

// Fetch Mail preferences

and lock the fetchmail_popup and fetchmail_menu preferences.  Set their 
values to 0 also.

Then, make sure you delete any instances of those preferences stored in 
your preference backend (MySQL, whatever).
