[imp] view an email. encoding problem

Everything is *not* OK.  That is not a MIME message - there is no  
MIME-Version header.  IMP is displaying the message correctly pursuant  
to the RFC (non MIME messages are assumed to be in ASCII).

There is a Horde pref to indicate the charset that should be used for  
non-MIME messages.
