[imp] Stationary option selection reg.

Dear List,

One of my users had the following problem.

He has selected Text based composition by default.  But, when an any  
HTML message comes and when he tries to forward/reply that mail, HTML  
composition window comes, but option to select the stationary does not  
come.  However, if he makes 'HTML composition' as the default,  
stationary selection option comes.

Is it the correct behaviour?
