Did you carefully read the page?

There should be a section with the heading:
"Stand-alone Perl scripts that remove user data from all Horde applications"

AFAIK there is no build in tool in the Horde GUI for deleting users, but 
since this is an open source project feel free to submit a patch ;-)

Some of the scripts on that page are actually using the build in API 
functions of the Horde framework for removing user data from all Apps.
So they should play in concert with Horde in perfect harmony.
