[imp] Default Mailbox Folders

Thanks guys,
Its running in windoze XP on hMailServer over MySQL.
So the mailboxes are in the database and there is no /etc/skel.
The hMailServer doco Claims its the responsibility of the client:

Further, I have setup another exactly the same except on Vista (Last year) I
managed to somehow magically make it work.
New users get a still get a standard set of folders, and although I have no
clue where they come from, Im certain that I configured it Horde/IMP.
Im thinking I may need to go back to my customer running the vista boxes and
do a search in the horde code.
