Thanks for the reply.

file_uploads are enabled, upload_max_filesize is set to 25M (please see 
the output from the Horde test.php above) and I know that the attached 
files are making it to the /tmp directory for two reasons:
1.) the compose window indicates that the file(s) are attached

2.) I can see the file added to the /tmp directory with their UID's.  
PHP is set to log errors the apache error_log and it does not give me 
any indication as to why the message will not send,   The only error I 
see is:
"PHP Notice:  Only variable references should be returned by reference 
in /var/www/html/horde/lib/Horde.php on line 127,"
