It's not defaulting to Reply to All. Which reply type it is, is
decided dynamically, depending on who the original message's
recipient(s) were.

So, IMP is doing something smarter than any other mail program, and
thus we have to revert to the old stupid behavior, because people want
to rather use a dump program?
