Because you are not understanding the concept of the link to new  
window.  In Horde 4, this was changed (fixed) to only view part  
content that can be NATIVELY displayed by the viewer.  Which pretty  
much means either an image file, a text/plain or text/html, or  
application/pdf if the browser supports.  If the mime data can not be  
converted to one of these types by IMP, a link is not shown.

Horde 3 INCORRECTLY would simply, in cases where it did not have a  
driver defined, try to directly output data to the browser.  This is a  
TERRIBLE idea in hindsight.  There is no guarantee a browser can  
handle this data, it opens up security issues, and how a browser  
handles the data is completely dependent on the local machine.
