No.  It won't allow the message to be sent if the message contains  
these links and convert_to_related is true.  (When the links are  
converted to attachments, they go through the generic add attachment  
code which checks for things like attachment size and attachment  
number limits.)

The UX could arguably be better here, but you can't circumvent the  
resource limitation checks this way.
