[imp] IMP fails to display messages

I haven't configured any file other than the horde/config/conf.php with DB
details.

I wiped away the copied www/horde (This is FreeBSD 10.x) and installed
everything afresh.

I still get the error, much as my configuration is, to the best of my
knowledge, identical to one I have on another server which is working
pretty well.

I think something is odd on this box, but will ultimately find it...
