[ingo] Not in TRANSACTION state

This means you couldn't log in. Unfortuanatly the PEAR Sieve class doesn't give
any good error messages. Reasons for this message in the past have been:
PAM not configured for timsieved
Firewall blocking access to timsieved listening port
Different from default listening port
Timesieved listening on wrong interface.

Try telnetting into it and see if it's listening.
