[ingo] Some errors in filters.php

Regarding HEAD:

I get this error when accessing ingo:
[Mon Jun 16 12:56:03 2003] [error] PHP Notice:  Use of undefined constant
INGO_RULE_UPDATE - assumed 'INGO_RULE_UPDATE' in
/somepath/ingo/templates/filters/header.inc on line 3

and this one when creating a new rule:
[Mon Jun 16 12:56:53 2003] [error] PHP Notice:  Undefined index:  action in
/somepath/ingo/filters.php(136) : runtime-created function on line 1
[Mon Jun 16 12:56:53 2003] [error] PHP Notice:  Undefined index:  action in
/somepath/ingo/filters.php on line 140

This patch silences these errors:

However, this may NOT be the right way to do this.
