This is strange, since 'action' is added to all new rules created - see line
113 of ingo/rule.php.  There appears to be something wrong with your DB. 
If you used ingo long ago (+1 month), and have onlyrecently upgraded, your
database format is incorrect so you will have to nuke your old preference
and start over again.
