No.

Patches to do so would be graciously accepted, though, as that seems to 
be one of the most requested features.  It's not there because parsing 
and interpreting procmail recipies would be painful enough that nobody 
seems to want to do it...

That option would delay writing the new .procmailrc file, but still 
doesn't take into account an existing file.  As soon as you activate 
the script, the old .procmailrc is overwritten.
