[ingo] ingo admin - scripts for all users

hi,
in backends.php in the ingo configuration i saw that i can specify an admin
user. does this user have to be the horde admin?
what does the line
'username' => Auth::getAuth(),
mean? does it specify the horde admin as ingo admin?

how can i make some initial scripts for all of my users?

i tried both above settings but i don´t know how i can update all user
scripts. when creating a new filter rule there was no option to apply the
rule for all users.
