[ingo] Unable to load backends.[local].php

garbage that I was expecting at least to produce an error but it doesn't
so I guess none of the different naming/directories I tried for
backends.php get actually loaded since files as conf.php and prefs.php
that stay in the same directory get actually loaded (I can be pretty
sure they do).

I did touch the original backend just to be sure that at least some
backends get loaded... but it seems even the distribution file
(config/backends.php) doesn't get loaded.

So my hypothesis was that there's something I've to switch in the
configuration, some php modules that has to be installed, some tweak in
some other configuration file that has to be changed so that backends
for ingo get loaded.

The web interface of ingo works and horde says that the DB is up to
date... but I can't make sieve work since I haven't find the way to
change backends.
