Does the current horde user have ftp access to this host? Using the
same credentials as the horde login?

The server process needs to have write access to the directory you are
creating the .procmailrc file in.
I can upload/delete files

Hi.
The problem has been solved. Indeed a permissions kind of problem. The RHEL7 based Horde server did not have ip_conntrack_ftp module loaded, when I ran the command:
modprobe ip_conntrack_ftp
everything worked as it should.
