Hi David, any chance you can switch to a sieve backend? Much better supported both from ingo and modern mail servers.

Sieve is well-known to work with vacation scripts from ingo.

Procmail is practically dead technology. Even procmail's upstream site procmail.org has gone unavailable two years ago or longer.

It's been two or three years since I last did an Ingo with procmail installation and even that was in support of a legacy scenario rather than first choice. Cannot provide a config for comparison, sorry.
