I too had a bit of difficulty finding the urls... until I took off the path from the URL. At the bottom of the 401 it said "Server at www.wunderground.com" :)

Basically if you really like those radar loops, go to www.wunderground.com , look up your local weather, hit Radar, then Animated, and copy the url of the image you get.  Naturally there is nothing particularly magical about wunderground's radar - the same technique will likely get you images from any other weather site.
