Looks like you didn't set up a persistant preferences backend in Horde.
But you won't get any wheather information anyway at the moment, because the
weather server is down.

This is possible but contradicts to what you said above. If you want to have
personalized content, you need to identify yourself.
There are transparent authentication drivers for Horde though. If one suits
your needs, you're done.
