Just for fun (Big Smile) you could compile apache with -DBIG_SECURITY_HOLE and
do a chmod 4755 /usr/local/bin/apache change the apache.conf to

User root
Group rootgroup

apachectl restart 

That would sure clear up the ownership issue.  I would't leave it that way
though.

P.S. BTW, is the cvs site http://www.totalsite.org/ ?
I've got that somewhere and I can't find it.
