Yep, probably many different ways to set up that list.  For me a list of names 
from the Local LDAP would be perfect.  Maybe using the address book or address 
books(In my case we have both a personal and LDAP address books for all users) 
could do this.  If the user is in the addressbook(s) that you wanted to add you 
could select them--if they aren't you could type in the email address.  That 
might be simpler that getting a list of users from the authentication method
(whatever that might be).
